European regulations on cross-border payments in the European Union
Regulation (EU) 2021/1230 of the European Parliament and of the Council of 14 July 2021 sets forth the regulations on cross-border payments and the transparency of currency conversion charges within the European Union. It also strives to ensure that the fees applied to cross-border euro payments are the same as those for corresponding domestic payments within a Member State. Regarding the currency conversion fee applied to card payments made in a currency other than the euro within a Member State, it is established that this fee must be expressed as a percentage margin over the latest exchange rate reference published by the European Central Bank (hereinafter, ECB). This fee is 3.5% and is applied to the purchase amount converted into euros. Representative example:
- You make a purchase of 1,375 Danish kroner (DKK).
- You access the indicated link where you can find the exchange rates published by the ECB.
- You check the exchange rate for Danish kroner. Let us assume, by way of example, an exchange rate of 7.4573 Danish kroner (DKK) / euro (EUR) or, similarly, 0.13410 euros (EUR) / Danish kroner (DKK).
- Applying the ECB exchange rate to the 1,375 Danish kroner results in the euro amount to which the fee shall be applied. In this case, €184.39.
- A 3.5% currency conversion fee shall be applied to this amount in euros — in this example, the fee would be €6.45 (€184.39 multiplied by 3.5%) This fee will also appear itemized in your account.
